The article deals with the essence of national economy de-shadowing concept, as well foreign experience in combating shadow sector. In particular, methods counteracting shadowing such countries USA, Great Britain, France, Poland, Germany, Austria, etc. are summarized. Among most common and effective tools studied countries, following identified: property liability for committing an economic crime, prohibition activity persons or business entities that have violated tax legislation carried out export-import operations companies located offshore zones. administrative organizational structural stages state policy been developed, which include collection statistical information about level de-shadowing, analysis existing it determining its level, factors influence, consequences existence losses from economy. final foundations formation practical implementation planned measures. necessity not only finding new economy, but also measures tested by world has determined. system to combat activities, comprehensive monitoring evasion obtaining illegal profits, creation favorable conditions entrepreneurial activity, others identified promising vectors study analyzed preparatory policy, need regular determine dynamics changes share sector determination economic, social environmental further de-shadowing.
